Guiding the
IMS GLC Efforts to Establish Standards and Adoption Practices for the
Application of Learning Technology
The
Role of the LTAC
The LTAC provides an important role in IMS GLC by identifying and prioritizing the current and emerging challenges facing the higher education and K-12 sectors. The LTAC activities are led by a select group of higher education and K-12 sector experts and supported by an international group of learning technology leaders.
End-user (HE an K-12 learning technology leaders) activities, as prioritized by the LTAC, are chartered to develop best practices, adoption standards and technical requirements to address the key challenges facing the education industry. Thus, the LTAC helps to set priorities for work activities within IMS GLC, providing the end-user perspective to the development of technical specification use cases and product and service requirements; and, provides an open forum for product and service providers to work directly with end-users to address these challenges through the development of learning technology adoption standards. Additionally, the LTAC provides input (use cases, user requirements) for developing and profiling IMS GLC technical interoperability standards.
LTAC Leadership
The LTAC is led by some of the world’s leading learning technology developers, implementers and end-users who have proven success and expertise in leveraging learning technology to address strategic education needs. The LTAC leadership group includes leading architects, CIO, CTO, VP of Instructional Technologies, Associate Chancellors, etc. who are willing to work in a collaborative environment to address current and emerging challenges facing higher education and K-12.
The LTAC leadership is responsible establishing the agenda for the Annual LTAC Summit, which convenes an international constituency of learning technology leaders to identify emerging challenges facing higher education; and, explores emerging technologies to understand their market impact and associated technical interoperability requirements and the need for associated adoption standards. Additionally, the LTAC leaders, on a quarterly basis, review and provide input to LTAC-initiated project activities to help guide project charter and work activities to ensure the work product(s) of these groups is aligned with addressing the key quality education challenge for which they were initiated. LTAC Constituency
The LTAC constituency includes learning technology end-users, product and service providers, government agencies, and professional groups which numbers well-over 100 individuals representing their respective organizations. These individuals attend the LTAC Annual Summit and workshops to provide input to the developing use cases, end user requirements and adoption practices. Many of the LTAC constituents participate in LTAC-initiated projects as well.

of the LTAC.

LTAC Activities to Address
2007/2008 Higher Education Priorities
LTAC participants have appreciation for the pedagogical, adoption, and
return on investment challenges associated with the deployment of
learning technology. They understand that the objective is Learning
Impact. In
essence, the LTAC participants pool their
investment in time and expertise by sharing ideas on higher education
priorities, requirements, and use cases, and then engaging in
collaborative
projects in the LTAC and IMS communities that enable their
organizations to be
leaders in learning technology implementation and impact. Current LTAC
project activities include:
- Information
Analytics – Developing use cases and technical
interoperability standards for early warning systems to predict student
success, attrition, retention and persistence; and, exploring use case
and interoperability standards needs for higher education
accountability/transparency, including consumer information and student
engagement and learning assessment.
- Dynamic
Instructional Content Exchange (DICE) – Developing use cases and end-user requirements for a born-digital,
dynamic substitute for the current textbook (and etextbook) to enhance
student learning outcomes and experience, while simultaneously reducing
the cost of textbooks to students.
- Technology-enabled
Flexible
Learning (TEFL) – Focusing on student experience
with
technology, with emphasis on developing international standards that
address
the key issues that interfere with postsecondary student learning and
persistence.
- IMS Learning Technology
Satisfaction and Trends (Learn SAT) Research and Review -
Working group formed to evaluate current IMS GLC Learn SAT research and
reporting to provide recommendations on enhancing overall methodology
and survey tool to increase response rates and evolve with increasing
learning technology products and services.
