Instructional Innovation through Interoperability Leadership Council (I3LC)
Mission: The mission of the IMS Instructional Innovation through Interoperability Leadership Council (I3LC) is to enable effective collaboration among school district and state leaders who are creating and implementing technology integration strategies that enable continuous improvement in instruction and personalized learning. The I3LC will lead the adoption of open instructional technology interoperability standards for curriculum, assessment, and all aspects of instructional improvement for the benefit of school districts & states working to put in place a new generation of IT infrastructure.
The Challenge: Technology has great potential to improve teaching and learning. Technology enables rapid assessment, data collection and innovative instructional interventions. However, as districts and states procure technology-based assessment and teaching tools, they are finding that these innovative products do not integrate effectively. Improving instruction requires a wide range and number of subject and grade-level specific products, professional development products, assessment products, data analysis products, and digital content from a wide variety of sources. Information about a student contained in one product must be used to rapidly, ideally automatically, invoke interventions. Today, this is not possible because these products “do not talk to one another.” All of the products need to be seamlessly integrated into the district and/or state network and exchange data.
Current Status: The IMS Global Learning Consortium is currently bringing to market a set of interoperability standards that provide an excellent basis to enable seamless integration of diverse software applications and digital content, including assessment. These standards include:
I3LC Organization & Process: The I3LC are led by an Advisory Board of 10-20 district or state officials who set the agenda for the council. The I3LC Advisory Board members meet four times a year, including at least one face-to-face meeting. The advisory board provides leadership in terms of outreach to the wider I3LC. Participants in the advisory board are appointed by IMS based upon their interest and commitment in leading the I3LC. Members will rotate off the advisory board periodically.
Qualified participants in the wider I3LC leadership council are district or state leaders, either technical or administrative who can represent their organization fully and wish to become involved in implementing the IMS interoperability standards as well as collaborating with peers on a variety of issues related to implementing IT infrastructure to support instructional improvement. Collaboration among the I3LC is primarily online via sharing of case studies, discussion forums, and webinars. There will also be presentations and gatherings at various conferences throughout the year.
I3LC Program: The I3LC program is designed to be very pragmatic and hands-on. While IMS does not have unlimited resources, IMS is committed to the success of all I3LC states and districts. Generally speaking, we want to help you succeed in implementing and evolving an IT infrastructure that will enable ongoing instructional improvement and personalized learning. It will be a multiyear process to design, implement, and evolve your infrastructure. But the best time to start, is now.

The annual dues for the I3LC help defray the costs associated with staff support for the I3LC.

IMS membership affiliation: Organizations that join the I3LC will become IMS Affiliate members and receive all the benefits of Affiliate Membership. Organizations that join as I3LC + IMS Contributing Membership will become Contributing Members of IMS and receive all the CM benefits. Recognition: Participants (individuals) from each member organization will receive recognition by IMS on the private I3LC web site that lists the names, affiliations, contact information and areas of interest. The purpose of this listing is to facilitate networking among peers. Members of the Advisory Council will have their photos and bios featured on the IMS public web site.
