The Comprehensive Learner Record (CLR) standard is a new generation of secure verifiable digital records for learners, supporting all nature of learning experiences and achievements including courses, competencies, skills, co-curricular achievements, prior learning, internships and experiential learning.

The Comprehensive Learner Record is designed to support traditional academic programs as well as co-curricular, competency-based education, and mastery-based learning to capture and communicate a learner's achievements in verifiable, digital form. The outcome is an example of a modern, web-friendly learner record, structured yet flexible enough to meet the needs of learners, registrars, and employers. The vision for the CLR is transformative in its potential, beyond providing relevant student competencies and skills. Based on the IMS Global's work in digital credentials, closely following the developing registrar guidance of AACRAO, leveraging the Open Badges standard and those of the W3C, the vision for the Comprehensive Learner Record is a secure, student-centered digital record for the 21st century. 

The flexible yet sophisticated CLR data design supports formal and informal learning from K-20 and into employment, in a web-ready linked-data document. The CLR data model is flexible and supports many types of achievement assertions and relationships. Its support for JSON-LD ensures that Comprehensive Learner Records are highly compatible with the structured data ecosystem of digital credentials.

The current IMS work with on the Comprehensive Learner Record standard began with early projects around competency-based education which led to a draft standard for the extended transcript, the forerunner to CLR. In 2015, the IMS Global CBE Workgroup took on five common issues in competency-based education, based on research conducted with 35 C-BEN institutions. The use cases selected involved the management of essential competency data and the exchange of CBE information between systems in an institutions' technical environment. The project is led by contributing member institutions and brings together designers and product architects from major software suppliers and innovative new entrants to collaborate on the data standards needed to facilitate the CBE data exchange.
